Government and parties in Entre Ríos province. Analysis of the Executive-Legislative relations at the subnational level, 1999-2015

The main objective of this paper is to analyze the Executive-Legislative relations in Entre Ríos province, from 1999 to 2015, which includes four government administrations. The electoral law tends to ensure the legislative majority to the winner of the Executive Power elections. In fact, during the time of the research, each governor had the absolute majority of seats in the Chamber of Deputies and in the Senate. But despite this, we argue that does not mean that the legislators will accept all the initiatives of the Executive Power. The hypothesis of the study is that the institutional design is only a starting point that, although it favors the governor, depends at the same time on the characteristics of the party system and the party discipline of the ruling parliamentary bloc, that affect decision processes during the government administration.
